Khmer People's Revolutionary Army The Khmer People's Revolutionary Armed Forces, or KPRAF, emerged in the late 1970s as the military arm of the Khmer People's Revolutionary Party (KPRP), which stood in opposition to the brutal Khmer Rouge regime led by Pol Pot. This period marked a dark chapter in Cambodian history, as the Khmer Rouge implemented policies that led to immense suffering and loss of life. With the support of Vietnam, which had its own motivations for intervening in Cambodia, the KPRAF began its fight against the Khmer Rouge. The KPRP, founded earlier in 1951, was more moderate compared to the radical Khmer Rouge, and their alliance with Vietnam was crucial in organizing resistance. During the Vietnam War, while the KPRAF was officially formed after the Khmer Rouge took power, many of its members had prior connections to earlier anti-government movements or the North Vietnamese forces. The KPRAF engaged in guerrilla warfare, disrupting Khmer Rouge supply lines and conducting military operations that ultimately led to the fall of Phnom Penh in January 1979. Prominent figures within the KPRAF included Heng Samrin, a former Khmer Rouge soldier who became the head of the People's Republic of Kampuchea and later a senior leader in the Cambodian People's Party (CPP). Chea Sim, another former Khmer Rouge member, played a significant role in the KPRP and later became president of the CPP. Additionally, Yim Savy, who was also a former Khmer Rouge member, became involved in the KPRAF and held various governmental positions. Hun Sen, although not a former Khmer Rouge member, rose through the ranks of the KPRAF and KPRP, eventually becoming Cambodia's prime minister in 1985. The KPRAF played a significant role in the Vietnamese invasion that ousted the Khmer Rouge. However, as the years passed, they faced challenges from internal divisions and remnants of the Khmer Rouge, who continued to resist in the countryside. After the overthrow of the Khmer Rouge, the KPRAF transitioned to become part of the military of the People's Republic of Kampuchea. With the signing of the Paris Peace Accords in 1991, the KPRAF disbanded, and many former members either joined the new Cambodian military or entered civilian life. Some, like Heng Samrin and Chea Sim, became key political figures within the CPP, which emerged as a dominant political force in the country. Despite the overthrow of the Khmer Rouge, many former members of the genocidal regime continued to wield power without repercussions for their previous actions. Notably, none of these three prominent figures who had been members of the Khmer Rouge were prosecuted for war crimes. While high-ranking Khmer Rouge leaders faced trials at the Extraordinary Chambers in the Courts of Cambodia (ECCC), Heng Samrin, Chea Sim, and Yim Savy were not held accountable, reflecting the complexities of Cambodian politics and the challenges of addressing historical injustices. Today, the legacy of the KPRAF is a mixed one. While they are remembered for their role in defeating the Khmer Rouge, they are also associated with the Vietnamese occupation of Cambodia.
