Likely hand painted, though also unverified. Appears rare. I have not found many like it online. Overall decent pre-owned, vintage condition. Some signs of age / prior ownership including some areas of discoloration / marks and a few small chips on the rim where the head / base meets the hat / lid. Not really noticeable when the lid is in place. May have a few other minor flaws, but structurally okay. Could be cleaned up a bit if you desire, but I have not tried because I think the blemishes give it even more unique charm and character. Please review photos for additional details. As-is.
