It shows the German fleet, in compliance with the terms of the Armistice, steaming to a rendezvous with British ship in the North Seas. The German fleet was interned at Scapa Flow. It was among a bunch of other photos I picked up. The bottom right corner says Courtesy Imperial War Museum-London, England.
