It could be new. Yes, the outer box has wear but the controller's cable is in manufacturing state and has no scratches, the paperwork is new, the dreampassport is sealed the console cables are in manufacturing state - but there seems to be some kind of manufacturing scratch on the main unit. Other than that there are no scratches or signs of use. The Seaman game's plastic wrap has also been opened so we guess that the previous owner only opened it, took out the game and tested it on another unit and put it back. The Seaman VMU is beautifully brand new. Sorry for the long text. In either way its definitely a beautiful set that might actually have an un-used unit. And it is even at a LOWER PRICE than what other sellers list this item at without box and in completely used conditions... next boxed one starts from $3000 - happy safe shopping! There is no "seal on the box"-culture in Japan like in the west, so no Japanese items have seals on the boxes even if they are new. Customs duty / import taxes are the buyer's own responsibility.
