To get around the law they worded it to "Produce the Tonic So Highly Desired." Look at the instructions on the side. The Beer Brewers and their vendors & distributors, farmers, etc. had to do something during prohibition to stay open, and as a front for making and distributing all the illegal beer. The Ingredients weren't illegal, jut the final product "Beer" was. So the suppliers, farmers, etc. still had the same amount of business they did before, they just had to supply the ingredients in small boxes so they had a reason to grow, distribute and sell them discretely.
