Description: THOMAS TO THE RESCUE[Thomas Lodge, Commissioner for Public Utilities; author of "Dictatorship in Newfoundland" (1938)]§ The Report to the Newfoundland Royal Commission proposes that the affairs of Newfoundland should be administered for a term of years under the supervision of the Dominions Office. § In November 1932, in the depths of the Great Depression, the Newfoundland government led by F.C. Alderdice let it be known that there would be a partial default on payments on the public debt, which then stood at approximately $100 million. The British and Canadian governments were alarmed, fearing a negative impact on the already fragile stock markets, and thus on the credit of Canada and other British dominions. It was therefore agreed that in the short term, Canada and Britain would help Newfoundland meet the full debt payments, pending the report of a royal commission of inquiry. § The Newfoundland dog is a large working dog. They were originally bred and used as a working dog for fishermen in the Dominion of Newfoundland (which is now part of Canada). They are known for their giant size, intelligence, tremendous strength, calm dispositions, and loyalty. Born in London, for some years he was well known as an actor under the name of Bernard Gould. But he was most renowned for his association with Punch magazine. He joined the Punch staff in 1891 and became chief cartoonist in 1910, a position he held until his death in 1945. His cartoons usually featured one or two stately figures centre stage; as Price, Punch’s biographer, pointed out Partridge’s cartoons were ‘theatrical’ rather than ‘dramatic’. He was a master cartoon propagandist, amply shown in his many war-time cartoons published in Punch.WHAT IS PUNCH? Punch, a magazine of humor and satire, ran from 1841-2002.
