When the gas valve opens and the burners ignite, the sensor detects the flame and sends a signal to the control board to keep the gas valve open. If for any reason the flame goes out (or the sensor can't see the flame momentarily), the gas valve closes immediately. After a time, a sensor becomes coated with burned dirt and dust and could be the reason for unpredictable shut-downs of the heater! It's almost impossible to reliably test a flame sensor.
